Fiscal Manager
Time: 40 hours per week, 12 months per year
Salary range: agreement

Job Description: Fiscal Manager is responsible for overall program accounting, budgeting and financial reporting. General responsibilities include the development, monitoring, evaluating and reporting on financial control programs and procedures, development and maintenance of accurate charts of accounts, coordination of cost studies and comparative analyses.
The responsibilities of the Fiscal Manager include, but are not limited to the following:
Fiscal and Accounting
- Maintain payroll, fiscal and record keeping systems
- Test and assure adequate fiscal and internal controls
- Prepare all fiscal records for annual audits and Federal reviews, implement required recommendations
- Coordinate and prepare program and grant budgets in conjunction with the budget committee and Executive Director
- Prepare monthly and annual financial and budget reports
- Consult with accounting personnel from State and Head Start grantees to insure appropriate fiscal reporting
- Prepare monthly, quarterly and annual accruals and journal entries
- Insure all revenues and expenditures are recorded appropriately to the respective program and unrestricted categories
Bookkeeping
Accounts Receivable:
- Verify and submit monthly attendance reimbursement requests
- Coordinate in-kind records with the appropriate personnel and include in budget reports
- Coordinate Child Care Food Program information with Nutrition Specialist and submit monthly report and make annual application
- Establish and assure adequate controls are maintained for deposits
- Insure parents’ tuition and deposits are properly recorded and accounted for
- Maintain accounts receivable subsidiary ledgers
Accounts Payable:
- Insure all bills are paid and discounts taken within the terms provided
- Maintain accounts payable subsidiary ledgers
- Establish and assure adequate controls are maintained for petty cash disbursements
Banking and Funds Management:
- Insure banking records are reconciled with fiscal records
- Insure available funds are consistent with required expenditures
Payroll:
- Coordinate semi-monthly payroll information
- Maintain employee payroll records
- Insure all employment forms are filed and taxes paid in timely manner
Equipment, Inventory and Purchasing:
- Coordinate with the Program Services Manager to insure materials and equipment purchases are consistent with Fiscal Policies and Procedures
- Implement asset management and inventory control systems and records
General:
- Insure Fiscal Policies and Procedures are current and consistent with OMB requirements, ‘best practices;, and other requirements
- Function as the primary fiscal liaison for CAPE with outside agencies
- Represent CAPE with regard to fiscal issues to all outside agencies and during all reviews
- Attend staff and Board of Director’s meetings as required
- Chair and/or participate in all fiscal related committees
- Provide training to CAPE staff performing fiscal related duties

Qualifications:
Education:
- BS/MS in accounting from an accredited college, and/or CPA
Experience:
- Minimum of 3 years experience with all aspects of accounting
- Knowledge of not-for-profit accounting practices
- Experience with Federal and State funding sources and requirements
- Experience with financial forecasting
Other:
- Good communication skills
- Ability to prioritize, organize work load and meet deadlines
- Knowledge of computer accounting software and spreadsheets
Ability and willingness to function as part of an administrative team |
